You can apply in your second year if you have completed twelve months or more in a Master's degree program prior to transferring to a PhD program
You can apply in your second and third year if you have completed less than twelve months in a Master's degree program prior to transferring to a PhD program or you have transferred directly from a Bachelor's degree to a PhD program
